World Russian People’s Council completes its work in a final plenary session

On 6 April 2006, the final plenary session of the World Russian People’s Council chaired by Metropolitan Kirill of Smolensk and Kaliningrad took place in the conference hall of ‘Danilovskaya’ hotel. Reports of the committees that worked on 5 April 2006 were presented.

Presidential envoy in the Volga Federal district A.Konovalov spoke at the beginning of the session. He noted the importance of a considered approach to the solution of interreligious and interethnic problems.

Chairmen of the committees presented their reports.

Bishop Feofan of Stavropol and Vladikavkaz presented report of the WRPC committee on ‘Spiritual and Moral Motivation in the Life of Modern Man’. The report contained initiatives of the participants in the committee’s work, one of them being a formation of the Council for spiritual and moral education at the Public Chamber of Russia. The participants also demanded to stop closing the small village schools and gave their critical assessment to the current reform of education.

Archbishop Alexander of Kostroma and Galich, chairman of the Synodal Department on Youth Affairs, presented report of the committee on ‘Youth and the Future of Russia’. He noted that the new generation that has no clear moral guidelines needed spiritual and moral directives. The Archbishop also noted the importance of learning the foundations of religious culture and added that the attempts to introduce it into the system of secular education often encounter tough opposition of the officials.

The WRPC deputy head Metropolitan Kirill of Smolensk and Kaliningrad presented report of the committee on ‘Human Rights and Dignity: Church-Public View’.

The WRPC deputy head V.Ganichev reported that the committee on ‘Good People on the Good Earth’ held on 5 April 2006 had taken a decision upon a motion of the 2nd Congress of the ‘Good People of Russia’ organization to hold its forum on the Day of National Unity on 4 November 2006.

Archbishop Pavel of Ryazan and Kasimov presented report of the committee on ‘Village and the Peasant: Problems and Solutions’.

The following decisions were taken: to consider Russian agricultural projects a priority, to consider the production of ecologically pure agricultural products without genetic modification a necessity, to work out and introduce a concept of developing the country territories with the involvement of the World Russian People’s Council.

Rev. Alexander Abramov, a representative of the WRPC at the UN, also addressed the audience.

Having listened to the reports, the participants discussed and adopted final documents of the Council: Address of the 10th WRPC; Declaration on Human Rights and Dignity, resolution ‘On Land, Peasantry and Food Security of Russia’ and a resolution in support of handing over the buildings in the Ryazan Kremlin to the Church.

The participants in the Council were presented with high Patriarchal awards.

The WRPC deputy head V.Ganichev was awarded with the Order of St.Prince Daniel of Moscow, 1st class; N.Zhukova – with the Order of St.Princess Olga, 1st class; S.Anisimova and Ms.M.Ganicheva – with the Order of St.Princess Olga, 2nd class; A.Pozdnyaev – with the Order of St.Prince Daniel, 3rd class; V.Shatokhin – with the Order of St.Prince Dmitry Donskoy, 3rd class; S.Kotkalo, T.Maximova and G.Rybnikova – with the Medals of St.Sergius of Radonezh, 1st class; and the WRPC executive secretary O.Yefimov – with the Medal of St.Sergius of Radonezh, 3rd class.
