The establishment of a Public-Deputy Commission and an Inter-Faction Deputy Association in support of traditional spiritual and moral values in Russia was announced at the press-conference that took place on December 24, 2002, at the Interfax news agency.

Participating in the press-conference were members of the Interreligious Council in Russia including Metropolitan Kirill of Smolensk and Kaliningrad, chairman of the Department for External Church Relations, Moscow Patriarchate, Supreme Mufti shaikh-ul-Islam Talgat Tajuddin, chairman of the Central Moslem Board in Russia, A. S. Shayevich, Chief Rabbi of Russia, Pandido Khambo Lama Damba Ayushev, head of the traditional Sangha in Russia, A. Lakshin, representative of Berl Lazar, Chief Rabbi of Russia, as well as G. I. Raikov, chairman of the People’s Party and Russian Federation State Duma deputy, members of the Patrons Committee of the Interreligious Council in Russia, and V. Galchenko and G. Mirzoyev, Duma deputies.

The decision to set up the Public-Deputy Commission was made at a meeting of the Interreligious Council in Russia uniting representatives of the four traditional religions in Russia – Orthodox Christianity, Islam, Judaism and Buddhism. The principal aims of the commission is to help revive traditional Russian spirituality, preserve the identity of Russia’s peoples and to unite the efforts of traditional religions, public organizations and State Duma deputies in supporting traditional spiritual and moral values and spiritual foundations of society and state.

The Inter-Faction Deputy Association will become the core of the Public-Deputy Commission. The Interreligious Council in Russia appealed to the members of the ICR Patrons Committee, V. Galchenko and G. Mirzoyev, to set up these two committees. At present, the formation of the Inter-Faction Association is underway; some 20 State Duma deputies have already joined it.

Metropolitan Kirill expressed the conviction that the Russian legislation would reflect in full measure the spirituality of our people, since the law has as its basis the moral norms accepted in society. “The legislative process should take place in the frame of traditional moral values”, Metropolitan Kirill believes.
